The council heard the applications as one hearing: a UDOT active transportation grant for a bridge or tunnel for the 9-Line Trail over the railroad at about 650 West; a UDOT grant for a one-mile paved Red Butte Creek trail with an underpass at Foothill Drive; a US Conference of Mayors police reform grant to expand the mental health co-responder program; a Governor's Office of Economic Development grant for a Rose Park bicycle pump track near the Day-Riverside Library; a grant for self-serve kayak lockers on the Jordan River; a state Office for Victims of Crime grant for a domestic violence victim advocate; a Wasatch Front Regional Council grant for a social impact bond study; and a Utah Department of Public Safety grant for 100 traffic cones and 50 barricades. Speakers raised scooters, the 900 South crossing, tree and bird impacts of the Red Butte trail, consultant spending, and police funding. The hearing was closed and the items referred to a future consent agenda.
