    Northwest Community Plan update

    Discussed

In an early check-in, staff said the plan, last updated in 1992, covers Rose Park, Fairpark, Westpointe, Jordan Meadows and part of Poplar Grove, with a new boundary that no longer includes the airport. Members asked how it differs from the Northpointe Small Area Plan and whether it addresses safety. Council Member Petro asked for reporting on what large-scale development could bring to the Westside, citing a risk of gentrification, and for the area's positives to be highlighted.

    Discussed

Planning staff presented the plan guiding the Rose Park, Fairpark, Jordan Meadows, Poplar Grove and Westpointe neighborhoods through 2040, including station area plans for four North Temple TRAX stations and a future land use map, across Districts 1 and 2. The Planning Commission unanimously recommended adoption. Members raised redistricting and per-capita investment figures, the Jordan River Trail's northern connection, traffic calming near station areas and engagement. Council Member Petro asked that it address workforce housing, walking and biking, preservation, economic development, gathering spaces and water rates. Council Member Puy asked to strengthen the government participation goals. A hearing is set for August 18.

Hearing on the Northwest Community Plan

    Continued · 7-0

The Council held a hearing on adopting the Northwest Community Plan, a 15-year guide for the Rose Park, Fairpark, Jordan Meadows, Poplar Grove and Westpointe neighborhoods that includes station area plans for four TRAX stops on North Temple and a future land use map. Ten speakers commented. Business-focused speakers asked for more support for Westside small businesses, usable ground-floor commercial space, safety and walkability. Others, including a community council and an environmental group, asked the Council to pause adoption so the Northpoint Small Area Plan and shoreline and sensitive-lands protections could be better incorporated. The hearing was closed and action deferred.
