    Mixed-Use zoning consolidation: follow-up briefing

    Discussed

Planners presented straw polls. All members present supported: allowing drive-throughs for financial institutions in the MU-11 zone; Sugar House Core height up to 150 feet consistent with Granary conditions; row house height in MU-5/6/8/11 from 40 to 45 feet; clarifying vertically stacked rowhomes; dropping pitched-roof requirements in MU-2/3; common open-space rules (10% of lot area, 20% vegetation); a 3-month transition during which applicants may use old or new zoning. The poll on a 10-foot rear setback for MU-11 row houses passed 4-2, with Council Members Wharton and Petro opposed. Council Member Lopez Chavez was absent for polls 7 to 11, which were otherwise unanimous.

    Mixed-Use zoning consolidation: follow-up briefing

    Discussed

Discussion covered private directional signs, state public-notice rules, MU-5 zoning on North Temple and Chicago Street, conditional use process and the State Street corridor. All members present supported raising the private directional sign height limit from 4 to 8 feet, updating public notice code to 2025 state changes, a legislative intent to review on-street parking, rezoning about 955 North Temple/Chicago Street and a block to 1000 West to MU8 instead of MU5, kennels as a conditional use in MU2/3/5, a legislative action to consider downzoning primarily single-family properties in the MU zone to MU2 or MU3, updating the Central City Master Plan along State Street, and rezoning the Midas Block (about 2100 South 900 East) and Snell Grove site to MU8. A constituent upzone request at 1435 South State Street was supported by Council Members Mano, Puy, Young, Petro and Lopez Chavez; Dugan and Wharton were not in favor.

    Public hearing: Mixed-Use zoning consolidation

    Continued · 7-0

The Council heard from about two dozen speakers on consolidating up to 27 districts into six MU districts. Concerns included excessive heights and smaller setbacks near homes (Sugar House, the Avenues and other neighborhoods), buildings becoming non-conforming, effects on industrial and convenience-store businesses, residential uses near industrial areas, parking and traffic, protection of historic structures during adjacent construction, Jordan River buffers, and a request for a grace period to file under existing zoning through 2025. Supporters said it would allow more housing variety, discourage blight and simplify processes. Council Members Young and Puy said continuing the hearing allowed time to address the feedback.
