Resolution creating the Convention Center Public Infrastructure District

    Approved · 7-0

The Council adopted Resolution 09 of 2025 creating the district to facilitate financing redevelopment of the Delta Center, Salt Palace, Abravanel Hall and UMOCA. Petitioner is John Larson for Jazz Arena Investors, LLC. Council Member Petro said it secured the city's place at the table in negotiations. Council Member Lopez Chavez supported it but said the later addition of Block 67, not part of the original agreement, could erode public trust and expose the city to long-term financial risk. Council Member Mano said it could benefit the city but carried risks. Council Member Puy was frustrated with state financing tools that limit local voices. Council Member Dugan stressed making the most of the district and early collaboration. Council Member Wharton cited a more connected downtown and the city's continued involvement.

    Convention Center Public Infrastructure District

    Discussed

Staff briefed the Council on a resolution creating the Convention Center Public Infrastructure District to help finance redevelopment of the Delta Center, Smith Entertainment Group's entertainment district and the Salt Palace. Staff described how a PID works, the Capital City Revitalization Zone boundaries, a proposed boundary covering only the Delta Center block, the adoption process, the PID board and how boundaries could expand. Council Member Petro said a public hearing would be held but the Council is bound by a prescriptive statute and does not have the final say. Council Member Lopez Chavez said the PID would meet the needs of the Delta Center revitalization and public infrastructure agreed in the original Participation Agreement. The petitioner is John Larson, for Jazz Arena Investors, LLC; tentative action is April 8, 2025.
