The Council adopted Ordinance 46 of 2024, the fiscal year 2024-25 budget and staffing document excluding the Library Fund and capital schedule, with two contingent appropriations. The Foothills trails contingency places funds for building, changing or decommissioning trails under Phase 1 of the Foothills Trail System Master Plan in a holding account until the Administration reviews implementation with stakeholders and the Council authorizes moving forward; the Council offered funding for outside experts and allowed maintenance, environmental studies and passive closures. The Funding Our Future sales tax contingency, readopted each year, requires compliance with the Fiscal Procedures Act and procurement code, semiannual reports, separate tracking of fleet funding, a public dashboard and annual position reviews. Separate 7-0 motions adopted $41,643,495 into the Capital Improvement Program, including $13,468,356 in funding on the motion sheet, and Legislative Intent Statements (Motion 5, items 1-8).

The council adopted Ordinance 22 of 2022 for the items on the motion sheet: a $1.3 million Bonneville Shoreline Trail state grant and a budget-neutral rescope of $1.3 million in parks impact fees as a match, for five new Foothills trailheads. The money is to be used only for planning, design and community engagement, with a no-construction clause until FY22 conditional appropriation requirements are met. The council also approved the department's requests to continue the pause on trail construction until spring 2023, to rehabilitate the trench above Terrace Hills, and to maintain the existing trail network starting spring 2022.
