Rezone of 2760, 2800 and 2828 North 2200 West from AG-2 to M-1 (OCC Industrial)

    Continued · 7-0

After a long hearing the Council closed it and deferred action. Speakers who opposed the rezone raised air quality and the loss of a buffer, the nearby Great Salt Lake and wetlands, displacement of residents, a lack of affordable housing and ownership options, cumulative impacts of warehouse development, the risk of empty warehouses, and loss of the area's semi-rural character; a member of the Northwest Quadrant Community Council asked the Council to reconsider. Two speakers supported the rezone, one saying a sale to the applicant let their family move, and the other that the site should be developed and is not near the lake. The applicant said another OCC project in the area was approved and this one has not moved forward. Council Member Dugan said he had concerns about the ordinance and thanked residents for attending.

  4. March 19, 2024 · City Council work session

Rezone of 2760, 2800 and 2828 North 2200 West from AG-2 to M-1 (OCC Industrial)

    Discussed

Staff briefed the Council on a rezone of about 14.33 acres from AG-2 agricultural to M-1 light manufacturing; no development plans were submitted. Staff described development agreement conditions the Council had requested: no package and delivery services, 33% maximum building coverage on the two larger parcels, a 40-foot height limit (5-foot parapet exception), a tree every 30 feet in a landscape buffer next to residential, at least 5% EV-capable parking, solar-ready buildings and a recorded subdivision plat. The applicant, OCC Industrial, asked the Council to remove the package delivery restriction (Condition A), the tree-spacing requirement (Condition D) and the plat requirement (Condition T), saying it intends to consolidate lots. Council Member Puy opposed removing Condition A because the community wanted to be heard, though he said modifications could bring good-paying jobs, and opposed removing Condition D, citing the value of trees for the west side. Members discussed clarifying the package delivery condition, keeping the tree requirement while possibly changing placement, finding a way to enforce it, and clarifying the plat process.
