Zoning map amendment at 265 East 100 South (MU-8 to D-1)
Discussed
Planning staff said the Planning Commission recommended approval 7-1 for rezoning the property from MU-8 to D-1 to allow mixed-use redevelopment with ground-floor retail and upper-floor residential. Council Members and the developer discussed remedies for disrupted solar panels at the neighboring church; support for more family-sized units, community benefits and condominiums rather than rentals; and concerns about vacancy, building height and lack of guarantees. Council Member Petro asked what could be built under MU-11 instead of D-1. A hearing is set for Feb. 3, 2026.

The council heard a request to rezone the property from MU-8 (Mixed-Use 8) to D-1 (Central Business District) to allow a mixed-use project with ground-floor retail and upper-floor residential. Speakers raised concerns about effects on the adjacent St. Mark's Cathedral and its services and rooftop solar panels, seismic impacts, underground spring water, parking, the scale of the proposed building (about 300 feet wide and 225 feet tall), and precedent for D-1 zoning. One speaker supported replacing the surface parking lot. A representative of the developer said progress was being made on neighbors' concerns. Council Members Eva Lopez Chavez and Alejandro Puy said more time was needed to see amendments and understand impacts on the cathedral. The hearing was continued to a future meeting.
