The Grove: sales price and term sheet, 321 East 200 South
Approved · 6-1
The council adopted Resolution 1 of 2026 authorizing the sales price and term sheet for The Grove, covering the Northwest Pipeline Building and adjacent properties: 196 affordable units, 2.42 acres sold for $1 million over 55 years. A carpenters' union representative supported the project for job opportunities. Other speakers, including one for the Central City Neighborhood Council, raised concerns about the size of the public subsidy, financing, concentration of affordable units and the lack of homeownership. Council Member Eva Lopez Chavez voiced support for extending the hearing so a board could review low-income housing tax credit applications, which could delay the project.

Northwest Pipeline Building and new construction public benefits analysis (The Grove)
Discussed
Allison Rowland, Tammy Hunsaker and Logan Hunt briefed the council on a public benefit analysis for The Grove, a project that would reuse the historic Northwest Pipeline building and add new construction, with 196 affordable housing units, commercial space, a parking structure and a public plaza. The city would sell the 2.42-acre property for $1 million paid over 55 years. Dan Ackerman of the Housing Authority of Salt Lake City, Ben McAdams of Common Ground Institute and Nnenna Lynch of Xylem Projects joined the discussion of financing challenges, the historic designation, public safety and site activation, avoiding commercial vacancies, and the for-rent structure. A public hearing was set for Feb. 17.
