Public comment: closed canal trails and Cottonwood Mall construction

    Discussed

Residents on both sides of the canal trail question spoke; the mayor said the canals and gates are not city property and no city trail project is planned. A speaker also reported unanswered code-enforcement complaints about dust, early construction hours and tree removal at the mall site.

  2. August 18, 2022 · City Council work session

    Canal trail study

    Discussed

The $75,000 study used a $69,922 Wasatch Front Regional Council grant and a $5,078 local match and reviewed 218 parcels. A general survey had 264 participants; a neighborhood survey of 63 participants mostly opposed trails. Construction was estimated at $2 million to $3 million for about three miles. Council Member Gibbons opposed the project, particularly east of Highland Drive, citing about 100 constituent contacts and legal risk; Council Member Fotheringham supported examining the Jordan and Salt Lake Canal; Council Member Brewer opposed moving forward; Council Member Durham favored phased implementation. Per the mayor, direction was legal analysis of the Van Winkle to 5600 South segment and not pursuing the East Jordan Canal.
