Ogden council presses airport officials on moving airport standards out of city code and into administrative policy

July 22, 2025, 4:00 p.m. · Council Work Room, Municipal Building, 2549 Washington Boulevard, Ogden

In a work session on July 22, the Ogden City Council discussed an Administration proposal to remove minimum standards for aeronautical activities and the airpark from Title 8 of the city code and place them in an administrative policy approved by the mayor. Some members worried about giving up control; others said they were comfortable with the airport director's vision. Council staff scheduled an action item and a discussion item for Aug. 19. No votes were taken.

Proposed amendments to Title 8 (airport code), Chapters 1, 4 and 8

    Discussed

Community and Economic Development Director Jared Johnson, Airport Director Brian Condie and consultant Ryan Leick of Ascension Group Partners said the first phase covers definitions, aeronautical activities (including fixed base operators) and airpark minimum standards. The regulations would be rewritten to a higher standard and moved to the administrative code, where changes need only mayoral approval; the council would receive an annual report and could still amend the policy. Council members worried about ceding control, citing earlier airport proposals that did not pan out. Dave Graf and Richard Hyer said they wished council members had been part of the meetings developing the proposal, and Hyer wanted to hear from airport users. Bart Blair said he is comfortable with Condie's vision and believes Administration should run day-to-day operations. Garret Hain of Avflight, the fixed base operator, said his company cannot invest further until minimum standards and an administrative policy are in place. The council agreed to put an action item on the Aug. 19 agenda alongside a work session discussion.
