Other
Administrative update: airport projects, Aspen Care property, Taylor Canyon land and contract insurance requirements
Discussed
Community and Economic Development Director Jared Johnson reported airport work including tower replacement, Runway 3-21 maintenance, terminal improvements and apron reconstruction, and said a verti-port would need an airspace study. He said asbestos mitigation at the city-purchased former Aspen Care property is finished and demolition is next. Chief Administrative Officer Mara Brown said the mayor is preparing information on the possible sale of Ogden School District land at Taylor Canyon. Management Services Director Lisa Stout and City Attorney Gary Williams discussed contract insurance requirements; Williams authorized a $3 million general liability limit for most contracts against a $4 million risk-pool recommendation.
City code
Ordinance 2025-27: enforcing city traffic rules on Ogden School District property
Approved · 5-0
The ordinance amends Title 10, Chapter 1 of the municipal code to let city police enforce city traffic ordinances on school district property, treating it as a public street; caps penalties for adopted state traffic codes at those in city ordinance; and removes motor vehicle insurance language. The police memo said state law lets cities adopt such an ordinance at the request of the responsible school board. Police Chief Jacob Sube noted violations for which the department will not have enforcement authority on district property. The roll call was 5-0; Council Members Graf and Richey were not present.

Fire access and steep grade at 853 7th StreetTraffic24th Street interchange design
Laura Lewis raised fire access, steep road grade and traffic concerns about the 853 7th Street rezone and suggested a nature preserve. Heath Satow generally supported adding affordable single-family homes but said issues should be resolved before the project proceeds, and asked that the city work with artists on a 'Welcome to Ogden' sign at the 24th Street interchange. Council Members Richard Hyer and Angela Choberka said the developer should be given time to address the hurdles and that a rezone with a conditional overlay would apply only to that application.
