Park strip code amendments, Ordinance 22-07
Approved · 5-0
The council adopted amendments to park strip landscaping rules, which the Planning Commission recommended 6-0. Michael Timmons emailed support. Council Member Tom Jensen asked about noncompliant sites; staff said enforcement is limited by staffing and the city attorney said grandfathering generally covers uses and structures, not a park strip rule. Amy Anderson said the ordinance adds options and should reduce nonconforming strips.

Discussed
Planner Russ Holley proposed removing the mandatory uniform 8-foot width, defining xeriscape with a minimum plant-to-mulch ratio, limiting street trees in sight-distance triangles and allowing exceptions for downtown. The Planning Commission recommended approval 6-0 on February 24. Chair Simmonds asked that green space be preserved downtown, Mark Anderson asked about plant coverage and Amy Anderson asked about enforcement; Holley said staff would notify owners and set a case-by-case deadline. Action was set for April 5.
