Hoggan rezone, Ordinance 21-16
Discussed
Holley presented a request by Bradley and Cathy Hoggan to rezone 6.62 acres at 1800 South 1600 West from NR-6 to MR-12 for a 71-unit townhome project in the Woodruff Neighborhood. Staff and the Planning Commission (August 26) recommended denial because the future land use plan and Woodruff plan call for detached homes at 4 to 6 units per acre. If the rezone were approved, staff recommended approving the design review and subdivision with 142 parking stalls and three street connections.

Hoggan rezone, Ordinance 21-16
Denied · 4-0
The council denied rezoning 6.62 acres at 1800 South 1600 West from NR-6 to MR-12 for 71 townhomes (10.72 units an acre). Staff and the Planning Commission recommended denial because the site is designated for 4 to 6 units an acre in the future land use plan and the Woodruff Neighborhood Plan. Developer Kent Hoggan said the townhomes would be single-family housing and cited nearby MR-12 and MR-9 zoning. Council Member Amy Anderson noted an opposition email. Simmonds noted the developer had offered only MR-9 single-family homes under a deed restriction and raised density concerns near the park to the east; Jensen opposed the proposal and asked about wetlands, which staff said had not been delineated. Denial lets the applicant reapply. The minutes record Amy Anderson excused at 6:35 p.m.; the vote is counted here as the four other members.
