    Campbell Annexation petition, Ordinance 21-04

    Continued · 5-0

The council held a hearing on a petition to annex 37.45 acres north of 2200 South and east of 800 West, filed by Mark Daines for Paul Campbell, with the future land use plan designating the area for 20 units per acre (MR-20). Nibley filed a protest, to be reviewed by the Cache County Boundary Commission on March 18. Chairman Mark Anderson disclosed a personal and business association with Campbell, and the city attorney's office advised abstaining; the minutes do not record how he voted. Simmonds worried the Planning Commission has no role in annexation zoning; Community Development Director Mike DeSimone said the council could change the zoning or use an agricultural holding zone to force a Planning Commission process. The council continued the item to April 6.
