Tess Fox of the Timpanogos Special Service District described the installation of a 66-inch sewer line from Saratoga Road to Lehi Center Street to add capacity for west Lehi and Saratoga Springs. She covered material, weather and logistics challenges, flow-diversion structures to allow maintenance on the existing 54-inch line, and corrosion-resistant fiberglass manholes.

  3. Item Pre 3.2 · Roads and utilities

Timpanogos Special Service District master plan and user rates

    Discussed

Executive Director Richard Mickelson said phase one of the district's master plan is projected to cost $522 million, with more than $86 million secured or pursued in grants. Options include thermal belt drying of biosolids, water reclamation for discharge to Utah Lake and recycled water, renewable natural gas, and engineered wetlands with trails. The district is exploring bonding and state or federal grants; biosolids composting is not moving forward because of a settlement agreement.

Discussed · Pioneer Crossing and Pony Express Parkway (1900 South)

Ryan Hales of Hales Engineering presented the Lehi East-West Corridor Study, which weighed a Pioneer Crossing expansion, a Pony Express Parkway (1900 South) expansion and a north lakeshore freeway. Mayor Johnson voiced concern about effects on residents and businesses if Pioneer Crossing were expanded and said he would prefer one freeway with multiple arterial roads over two freeways; he also stressed connecting north county cities. Members suggested involving the public.

  6. Item 5 · Subdivision

West Lehi Elementary Subdivision plat amendment (three lots to five)

    Approved with conditions · 4-0 · About 1100 W. 1450 South (RA-1 zone)

Alpine School District will create five lots for homes built by its student construction program. Neighbors Larry Hadfield and Kenneth Glade raised an unresolved boundary question, an uncapped well, traffic, student parking, noise and fencing. Community Development Director Kim Struthers said the boundary is a civil matter and the city can require only an agricultural no-climb fence. The motion was amended to add non-binding recommendations: onsite parking during construction, working with the neighbor on the lot line, discussing a solid fence, and looking into the well.

    • Applicant: Alpine School District (Roger Dudley, Jim Hawthorne)
    • Lots: 3 → 5
    • Recommendations (not requirements): onsite construction parking, lot-line reconciliation, solid fence, well capping
