Approved with conditions · 4-1
Staff analyzed which properties would qualify for detached ADUs, and members discussed parking, setbacks and size limits and whether size should be a percentage of the main home or a fixed number. Resident Jamie Ostler asked the council to consider a quarter-acre minimum, saying ADUs help house family members, save outdoor water and ease the housing shortage. Some members were cautious about sewer and water demands and favored revisiting the rule after collecting data. Council Member Condie's motion lowered the minimum from one-half to one-third acre and replaced the 50%-of-home-or-1,200-square-foot limit with a flat 1,300-square-foot cap. Council Member Koivisto voted no.
- Minimum lot size for detached ADUs: 1/2 acre → 1/3 acre
- ADU size: flat cap of 1,300 square feet (was 50% of primary dwelling or 1,200 sq. ft.)
- Council willing to revisit after data is collected
