Power plant expansion
Discussed
Power Director Joel Eves said the city has room for five more natural gas generators and that market volatility is raising energy costs, which owning a plant helps control. He acknowledged the push for renewables but called wind and solar inconsistent. The first step would be authorizing a letter of intent for the generator purchase; installation could take up to a year.

Finance Director Dean Lundell said December sales tax receipts were the highest ever, trending better than forecast, and the city is in a good position. Budget amendments will come to a later meeting.

Ryan Hales represented the applicant and described a small mixed-use project of about six residential units as a transition from commercial to residential and a buffer for the trail corridor. The Development Review Committee had raised truck access to the power substation; Hales showed room for a truck and said he would enter a development agreement. Condie moved approval from Commercial to Mixed-Use and directed staff to draft a development agreement capping the project at six units. Hancock added that the agreement address residential parking, that the amendment be subject to approval of the agreement, and findings that the site is a good mixed-use location near a TOD zone and that the small scale supports approval.
- Acres: 0.51
- Land use: Commercial → Mixed-Use
- Conditions: development agreement not exceeding 6 residential units, covering residential parking; amendment subject to the agreement
