Agenda, item by item

  1. Item 2.a · Taxes and fees

    Public infrastructure district policy

    Discussed

Economic Development Director Marlin Eldred explained that a city can create a public infrastructure district for a private landowner, which can then bond for public infrastructure with a mill levy that appears on property tax notices in the area. The state requires notice to home buyers, every landowner in the district must agree to the tax, and developers could bond for up to 40 years. The city is not required to grant one, and Eldred distributed a draft policy and described a possible application process. No vote was taken.
