Agenda, item by item

  1. Item 2.1 · Development

Fluent site plan idea (pre-council discussion)

Discussed · Fluent site, near 1200 West

McKay Christensen sought council feedback, with no approvals sought, on a proposal to develop the north side of the Fluent site as residential and convert the current Fluent space to mixed use, citing nearness to I-15, FrontRunner, light rail and trails and aiming at young singles and newlyweds. Council Member Koivisto objected to the item being on the agenda and would prefer a formal application. Mayor Johnson said nothing said carries weight and developers sometimes ask for early direction. Council Member Hancock was surprised at the number of units and wanted access on 1200 West.

  2. Item 2.2 · Other

    Dump pass program for 2021

    Discussed

Information Center Manager Marilyn Banasky said program costs to the city have risen while resident costs stayed flat, and proposed mailing postcards as passes. Council members preferred keeping residents coming to the office; consensus was to reduce passes to 3 punches with no additional passes for purchase, starting in January.

  3. Item 3 · Development

Traverse Mountain Multi-Family concept, 3851 North Traverse Mountain Blvd.

Approved with conditions · 5-0 · 3851 North Traverse Mountain Blvd.

The council un-tabled the item and granted concept approval for a 317-unit apartment development. Before the meeting staff said the documents for the related area plan were ready to record.

    • Units: 317 apartments
    • Condition: completion of Development Review Committee and Planning Commission comments

Un-tabled on a motion by Council Member Southwick, seconded by Council Member Koivisto; concept approval moved by Council Member Hancock, seconded by Council Member Southwick. Vote: Unanimous, 5-0

  4. Item 4 · Contract

Withdrawal from Carbon Free Power Project (Resolution #2020-56)

    Approved · 5-0

Power Director Joel Eves said the city should consider withdrawing from the power sales contract and JUMP allocation because of project risk, a lack of other subscribers and ongoing contract negotiations; Logan City had recently withdrawn. The council said it was disappointed because it had been excited about the project but found the risks too concerning. Mr. Eves said the city might participate later with less risk.

Moved by Council Member Southwick, seconded by Council Member Condie. Vote: Unanimous, 5-0
