Planning commission backs fix for improperly split lot at 794 W. 1000 North Circle, lets landscaper keep security wire
December 17, 2025, 6:30 p.m. · American Fork City Hall, 31 N. Church St.
The American Fork Planning Commission recommended rezoning a 0.58-acre lot at 794 W. 1000 North Circle from mixed RA-1/R1-12,000 to R1-12,000 so new owners can build a home on a lot made too small for agricultural zoning by an old, unapproved lot-line adjustment. It also approved a site plan for Lawn Thumbs Mowing Company at 120 N. Grant Ave. and, overriding a staff condition, allowed security wire atop the business's 6-foot chain-link fence.

Item 3a · Zoning
Walton lot zone change, 794 W. 1000 North Circle (0.58 acres)
Recommended for approval · 6-0
Andrew and Tamara Walton bought the lot to build a home and found that a lot-line adjustment recorded two or three owners earlier, made to accommodate a neighbor's barn, left it smaller than RA-1 allows. Planner Cody Opperman said the original triangular lot should have stayed a 1-acre RA-1 lot and the land was divided without city review, creating non-conforming parcels; the Residential Low Density land use already fits R1-12,000, which adjoins to the west. An amended final plat will be required to legalize boundaries and likely consolidate three parcels to the east into one RA-1 lot. Neighbor Mark Hampton, who owns those eastern parcels, said the informal adjustments were made with the original developer's agreement without realizing they broke subdivision law, and apologized.

Item 3b · Development
Lawn Thumbs Mowing Company site plan, 120 N. Grant Ave. (0.487 acres)
Approved with conditions · 6-0
Commercial site plan in the CC-1 Central Commercial zone for a lawn care business whose use had earlier been allowed through a request for consideration. Development Review Committee conditions included removing barbed or razor wire from the fence, a fence permit and sight-triangle compliance; a geotechnical report was required because the site had never had a site plan. Commissioner Rod Martin questioned why review took nearly a year and, with Commissioners Harold Dudley and Chris Christiansen, argued security wire above a 6-foot chain-link fence is a security add-on rather than a prohibited barbed-wire fence. Applicant Freddy Zahn said delays came from surveyor and geotech scheduling.
