General plan draft identifies seven focus areas, south-side park gap and need for new east-west route
January 21, 2025, 4:00 p.m. · City Administration Conference Room, 51 E. Main St.
In a joint session with the Planning Commission, consultant Chris Hupp presented the MAG-funded general plan update, with residents wanting little change in the built-out north, a major park gap on the south side, and seven focus areas including a lakeside recreation center around the Boat Harbor and an employment center along 500 East. Members said the south side needs another east-west road from 500 East to relieve 200 South. Staff also explained new state stormwater rules under HB 507 that bar fines and require geolocated digital inspections.

Item 1 · General plan
General plan update with Planning Commission
Discussed
Land use, annexation (to the lake; possible boundary adjustment with Highland on the north), open space and trails (NRPA half-mile park standard shows major south-side gap; Monarch Park more natural), public engagement requests (updated rec center, farmers market, splash pad, trails, event center). Focus areas: Commercial Center, Transit Center, Downtown, East Gateway, Employment Center (500 East rebrand), Recreation Center (Boat Harbor/lakeshore: campground, beach, waterfront commercial, better 500 East interchange access), North Gateway (state land). Members said another east-west route from 500 East is needed to relieve 200 South; O'Brien said the station area plan provides for it. Zones to be reduced from 16.
