PARC Tax Advisory Board recommendations
Discussed
Board chair Brian Thompson presented 2021-22 recommendations (see May 10). Unfunded requests included Alpine Community Theatre (now at Liahona Academy outside the city), a Rotary Park basketball court, a Wasatch Dance film and park pavilions. Shelton questioned the library Learning Center and $89,000 in TAF administration costs.
Item WS2 · Other
Municipal solid waste and recycling
Discussed
Reese DeMille reported 883 tons recycled and about 13,000 tons of municipal solid waste in 2021. North Pointe landfill rates rose $1/ton May 2. He asked for 1.5% above the contract's 2% annual escalator given 8% CPI; the contract expires next year. About 25% of recycling goes to landfill; 55-60% of homes have recycling bins. He raised concerns that trucks cannot fit in some new developments.
Item WS3 · Budget
FY2023 general fund revenue and property tax
Discussed
Montoya presented the case for a Truth in Taxation increase: $730,000 in public safety personnel costs approved Dec 2021, a further $2 million for roads on top of $2.5 million, and inflation. The last increase was in 2008. A .000200 rate increase would raise about $761,000. Shelton, Hunter and Barnes favored about .000343 (about $10/month); Carroll wanted to stay below that; Taylor worried about residents' costs. The proposed water rate increase would be paused. The $250,000 forester program was debated.
- Timeline: May 10 tentative budget; July 1 final budget; Aug 23 tax hearing.
- Current city general tax rate .001448, about $438/year on the average home.
