Council narrows city logo choices; sewer study proposes meter-based commercial rates
February 4, 2020, 4:00 p.m. · City Administration Office conference room, 51 E. Main St.
With Kevin Barnes and Clark Taylor listed absent, the council narrowed Jibe Media's rebranding options to three logos. Bowen Collins & Associates presented a sewer rate study recommending 2.7% revenue increases every other year starting in fiscal 2022, a discount for multi-unit buildings and commercial rates based on meter size. Parks Director Derric Rykert reported on the CSACO fitness center study and asked to hire an architect, and staff proposed simplifying the TOD neighborhood collector street section.

City rebranding with Jibe Media
Discussed
Jibe Media showed revised logo concepts. Members split, but concept four (three peaks) appeared on everyone's list; the options were narrowed to concept four, concept 1C with 1A lettering and a logo previously drawn by staff, to come back as an action item.

Sewer rate study
Discussed
Keith Larson of Bowen Collins & Associates said the sewer fund is debt-free and healthy until about 2025, but projected an extra $40,000 a year for staff and $2.2 million in 2026 as sewer's share of a $10 million future public works facility, plus about 3% yearly TSSD treatment increases. He recommended 2.7% revenue increases every other year starting in fiscal 2022. Current rates are a $35.55 base per unit plus $1.40 per 1,000 gallons, while treatment costs about $3 per 1,000 gallons. Recommendations were $31.85 for each additional unit on a single meter, commercial base rates by meter size (for example $78.40 for a 1.5-inch meter), and more of future increases on volume. Schools pay a negotiated $0.46 per student. Christiansen and Carroll worried about sharp increases for small businesses; Shelton wanted the school contract reviewed.

Fitness center study by CSACO
Discussed
Rykert said a patron committee reviewed the CSACO report on the fitness center (built 1993, expanded 2006). Short-term needs are paint, a front desk remodel, family changing rooms and a bigger weight room, possibly by converting a racquetball court. Long-term ideas included a north gym expansion by 2023, a competition pool, partnerships with neighboring cities and the school district, or a satellite facility near the TOD. He asked to hire an architect for options and cost estimates; Shelton agreed if specific options came back.

TOD neighborhood collector street cross section
Discussed
Public Works Director Scott Sensanbaugher first proposed using the 900 West core collector design everywhere. Members instead favored keeping a separate neighborhood collector without a center median and with narrower 10-foot lanes, reducing the street from 89 to 79 feet and adding a foot to the planter verge; Shelton noted the city reimburses developers for widths beyond a local road. The Planning Commission was to take it up the next day.
