May 12, 2020, 7:00 p.m. · Held electronically (COVID-19 emergency)

The council awarded Kilgore Contracting a $2,326,246.15 contract for the fiscal 2020-21 pavement rehabilitation project, about 8% under the engineer's estimate, adopted the tentative fiscal 2021 budget, and approved a new 620/700 South road cross section with one-way cycle tracks on a 4-1 vote (Staci Carroll no). It also approved a revised Central Utah 911 dispatch agreement adding Pleasant Grove, and named City Administrator David Bunker interim treasurer 4-1, with Rob Shelton opposed over checks and balances.

Resolution 2020-05-08R makes Pleasant Grove a full member (saving it about $200,000 a year) and lets the dispatch board admit new cities without each city council's approval. Shelton and Carroll were uneasy about losing council approval but Shelton backed it because of weighted voting and the state's push to consolidate dispatch.

  5. Item 4 · Roads and utilities

620/700 South cross section with cycle track

    Approved · 4-1 · 620 South / 700 South (TOD southern boundary)

Ordinance 2020-05-25 created the road standard for 620/700 South, the TOD's southern boundary, more than a mile long: no on-street parking, buffered shoulders and raised one-way cycle tracks. Carroll questioned the wide unused space; Barnes and Shelton doubted one-way bike paths would be followed.
