Changes to the bulk waste clean-up program
No action · 3-4
Public Works staff presented the changed program, run with vendor Waste Management; Tom Ward and Tyler Shelly spoke on environmental rules and public health. About 25 residents spoke, most opposed, citing lack of public input, budget assumptions, dumpster capacity, scavenging, storm drain pollution and the commitment through 2021; supporters said it would address items piling up in front of homes. Mayor Kurt Bradburn said the program is within budget appropriations and is an administrative function. Council Member Brooke Christensen's motion to table until July pending legal analysis and a work session passed by voice but she withdrew it at Council Member Zach Robinson's request. Robinson's motion to continue discussion on a future agenda failed 3-4 (Robinson, Zoltanski and Christensen in favor; Stroud, Coleman-Nicholl, Houseman and Sharkey opposed). Council Member Marci Houseman's motion to direct staff to develop policy, ordinance and budget options to pause the rollout also failed 3-4 (Coleman-Nicholl, Houseman and Sharkey in favor; Stroud, Robinson, Zoltanski and Christensen opposed). No dollar amounts are stated in the minutes.
