Sandy City office space and Arbor Plaza Office Building

    Approved

Real Property Manager Dan Nelson said the city has about 90,000 square feet of usable office space and projects a need of about 132,131. Police, Parks and Recreation and the Arts Guild need more room. Options included Arbor Plaza, Crescent View Middle School, the Post Office building and a Justice Court expansion; administration recommended Arbor Plaza, which the city is under contract to buy for $12 million. Administrative Services Director Brian Kelley reviewed three purchase scenarios, the timeline and bonding. The council voted unanimously to direct staff to place a bond parameters resolution on the next week's agenda.

Resolution 26-05C: Arbor Building purchase and sales tax revenue bond parameters

    Approved

Brian Kelley and bond counsel Randy Larsen said the purchase price is $12 million, with $5 million from the Redevelopment Agency and about $7.3 million to be borrowed. The due diligence deadline is Feb. 19, closing is planned for early March, a hearing is set for Feb. 10 and a 30-day contest period applies. Setting parameters does not obligate the city to buy or issue bonds. The council added the Council Chambers to the project and raised the ceiling to $8.5 million, then to $9 million by friendly amendment. Steve Van Maren said the process was moving too fast. Adopted with a $9 million ceiling; tally not recorded.
