    By one compound motion the Council adopted five ordinances: Ordinance 23 lets the Volunteers of America Youth Resource Center (888 South 400 West) rise to 50 people for up to 180 days; Ordinance 24 extends capacity up to 250 at the Geraldine E. King Women's Resource Center (131 East 700 South) from May 1 for up to 180 days; Ordinance 25 does the same for 250 at the Gail Miller Resource Center (242 West Paramount Avenue); Ordinance 27 lets the St. Vincent de Paul Center (437 West 200 South) provide overnight shelter beyond April 15 at current occupancy from May 1 for up to 180 days; and Ordinance 26 lets the MicroShelter community (255 South 600 West) operate June 1 through July 31, 2024. All are subject to building and fire code occupancy limits.

    Temporary zoning regulations for homeless resource centers

    Andrew Johnston asked the Council to approve temporary land use resolutions, which allow up to 180 days at a location, for the Geraldine E. King Women's Resource Center, the Gail Miller Resource Center and the Volunteers of America Youth Resource Center from May 1 through October 2024, for St. Vincent de Paul from mid-April through mid-October, and a 60-day resolution for the MicroShelter community in June and July while the State Office of Homeless Services seeks another site. The State received more operating funding this year, allowing winter beds to run through summer if providers and cities agree. The Winter Services Task Force identified a need for 900 to 1,000 beds next winter, and the state is seeking a larger year-round shelter location, though it is unknown whether or when that will happen.
