Rezone and master plan amendment at 1791 and 1815 South State Street and 118 and 120 East Coatsville Avenue (Maven State Street)

    Discussed

Council Member Mano recused himself from this item. Staff described a request to rezone 1791 and 1815 South State Street from CC corridor commercial and 118 and 120 East Coatsville Avenue from R-1/5000 single-family to R-MU residential/mixed use, with a Central Community future land use map change to High Mixed Use. The Planning Commission forwarded a positive recommendation. Staff said development could be made compatible with conditions that apply while abutting properties to the east are single-family: a 30-foot rear setback, a 1:1 building stepback, a 10-foot landscape buffer and reuse of the existing building at 1815 South State Street; staff noted the proposal is not entirely consistent with the Central Community Plan. The applicants described plans to retain the corner building for adaptive reuse and cited community support.

Rezone and master plan amendment at 1791 and 1815 South State Street and Coatsville Avenue (Maven State Street)

    Continued · 6-0

The Council closed the hearing and deferred action. Council Member Mano recused himself and did not vote. Speakers against raised parking on narrow streets, building height and bulk, privacy, traffic on the side street, the loose requirements of the R-MU zone and long-term effects on single-family homes, and asked for a different zone; one speaker asked that developers commit to low-income housing and ADA compliance and another noted the existing building in disrepair. One speaker supported the rezone for more density and housing.
