Zoning map amendment at 2260, 2270 and 2290 East 1300 South
Discussed
Staff presented a request to rezone three properties with existing single-family homes from R-1-7000 to MU-3 for a 26-unit project of eight townhomes and 18 condominiums, with 10% of units set aside for buyers at 80% of area median income. The Planning Commission recommended approval. Applicants described underground parking, traffic mitigation and housing for middle-income families. Members discussed parking, a possible future design review for added height, and a guarantee of three affordable units drafted into the development agreement.

The council approved the consent agenda: setting March 24 hearings on the Sugar House hotel rezone (2111 South 1300 East), the 2260-2290 East 1300 South rezone, the expiration of land use approvals text amendment, an alley vacation east of Browning Avenue, fiscal year 2026-27 federal housing grant allocations, and disposition of airport noise mitigation property at about 840 South Gladiola Street (nonresidential, airport-compatible use only); appointing Jonathan Gardner and Lisa Ramsey Adams and reappointing John Bradshaw to the Airport Board; and reappointing Hannah Nielsen to the Arts Council.

Zoning map amendment at 2260, 2270 and 2290 East 1300 South
Continued · 7-0
One speaker opposed the rezone citing a lack of commercial amenities and an outdated traffic analysis; two supported it, one for neighbors in Sunnyside East hoping access concerns on 1300 South would be settled in a development agreement. Council Member Daniel Dugan urged neighborhood groups, the city and developers to work out concerns through that agreement. Action was deferred.
