   The council approved the plan with an amendment removing 400 North (100 West to 600 West) as a collector street. Nine residents spoke, on Wilson-neighborhood traffic, the location of a Western Bypass, traffic routes and notification, traffic volume and pollution, safety versus level of service, thanks to the neighborhood council, e-bikes and scooters (noting the bike plan dates to 2015), education, engineering and enforcement, and placing the bypass farther west. Staff said a Western Bypass route has not been set and a bicycle plan review is expected in 2025, or 2024 if budgeted.

   Moved by Council Member Tom Jensen, seconded by Council Member Amy Anderson. Vote: 5-0 on roll call

   Continued · 3-0

   Five residents spoke: Dr. Gail Yost on traffic on 100 East and whether homes on 200 East would be removed (Farar said there are no plans to), Kamilla Shultz on pedestrian coverage, Alice McAllister on how the level-of-service conclusion was reached and public access to emailed comments, Kathryn Philpot on bike lanes on 100 East, and Brett Nelson on limiting arterial effects on neighborhoods. Emailed comments came from Sue Sorenson and another resident. Farar confirmed 400 North to 600 West is a future collector; City Attorney Carlston said the plan is advisory and not binding. Council Member Simmonds wanted López and Mark Anderson present before a vote, and the item was continued to July 18.

   Workshop: Transportation Master Plan, Resolution 23-19

   Discussed

   Farar presented the plan, which replaces the 2011 plan, has a 35-year horizon and is to be updated every five to seven years. A virtual open house on August 25, 2020 drew 595 public comments. Council members asked about bicycle and pedestrian integration, regional coordination and peak-hour levels of service (about 5 to 7 p.m.); Farar confirmed the capital improvement numbers represent specific projects and said a draft would be posted. Council Member Mark Anderson was excused at 7:56 p.m. during this discussion. Action was set for June 20.

   Transportation capital projects update

   Discussed

   Public Works Director Paul Lindhardt reported on city and state road work. The Master Transportation Plan draft is expected by late summer. The 1400 North and 600 West intersection is nearly complete but a UDOT and Union Pacific dispute over railroad crossing maintenance continues, postponing 1800 North and 600 West. Design is nearly done for 100 North (Main to 200 West), with construction targeted for next winter or spring, and for 100 West over the Logan River, where the city received $2.6 million from the Council of Governments for phase 1 and anticipates 2023 construction if phase 2 is funded. UDOT expects to rebuild Main Street from the South Y to at least 1000 North around 2025. Lindhardt also described the Crockett Canal pressurization watershed project, which has public scoping open until March 16, and said no alternatives had been proposed. No action was taken.

   Transportation Master Plan update

   Woody Woodruff and Ann Williams of Horrocks Engineering described the plan as a 25-year guide updated every three to five years. A public comment period runs August 24 to September 28, 2020, with a virtual public meeting August 25 from 6 to 7 p.m. No action.
