Walt Brooks earned a business-administration degree at Dixie State University. His House biography describes ownership and operation of small businesses, sales leadership at an electronics manufacturer and work as managing member of RxTrax, a software company. It places his family home in St. George, connecting a private-sector career in technology, sales and management with his later service representing southern Utah. [1]
Washington County representation
Brooks was appointed to the House in September 2016 and represents District 75 in Washington County. His current standing assignments include Natural Resources, Agriculture, and Environment and Public Utilities and Energy. Those responsibilities put resource management and utility policy in his portfolio alongside district representation, alongside the statewide budget, school-funding and health-oversight assignments recorded in his current roster. How state building projects are considered
Brooks sponsored 2026 HB508, State Facilities Modifications. The introduced bill proposed changes to the review of higher-education capital requests and the distinction between architectural programming and design-and-construction funding. It also addressed direct supervision of certain state construction projects and oversight by facilities officials. The proposal documents work on capital budgeting and project administration; including proposed limits and conditions for agencies directly supervising projects and facilities officials' authority to address deficient work. In the 2026 General Session, Walt Brooks was chief sponsor of H.B. 84, Dangerous Weapon Amendments. It lets people 21 and older carry a concealed weapon at a college or university without a permit, renames the campus offense as openly carrying, removes private institutions from it, and keeps open carry off elementary and secondary school grounds even for permit holders unless they are responding to an active threat. The governor signed it on March 19, 2026. [3]
In the 2026 General Session, Walt Brooks was chief sponsor of H.B. 165, Critical Infrastructure Amendments. It has the Utah Cyber Center write guidance on foreign adversary threats to critical infrastructure, bans federally prohibited equipment there and authorizes voluntary security assessments. The governor signed it on March 17, 2026. [4]
School budgets and health-program oversight
His current roster lists Executive Appropriations, Public Education Appropriations, rural-health grant oversight and the Medical Cannabis Governance Structure Working Group. Interim assignments include natural resources and public utilities, energy and technology. The combination extends his responsibilities from resource and energy policy to school spending and health-program governance, providing a broader account of his work than either his business biography or a single facilities proposal.
