City Administrator Adam Cowie said the bonds of up to $7.4 million would finance completion of Well No. 5 and distribution piping and replacement of aging lines on Geneva Road and State Street ahead of state resurfacing, covering the first three years of the capital plan. Financial advisor Jason Burningham of LRB Public Finance said a rate near 4.9% is realistic with an AA- rating, up 70 to 80 basis points since the project was first evaluated, adding about $28,000 a year to debt service on the $7 million bond (roughly $560,000 versus $540,000 at 4.2%). He estimated borrowing the full amount now saves about $50,000 compared with two sales. Public Works Director Juan Garrido said the Geneva Road line has been repaired more than 20 times with asphalt restoration alone costing $30,000 to $40,000 per repair. The council authorized the preliminary official statement and bond sale documents.

The sewer bonds of up to $3.5 million would fund sewer line replacement and upsizing and a critical force main replacement. Garrido said heavy rain has overwhelmed lift stations, requiring emergency pump bypasses and notices to the state Department of Environmental Quality, and that boring costs under the railroad on 200 South have nearly doubled from about $500,000 to close to $1 million. The water and sewer bonds will be sold separately on the same date. The council authorized the preliminary official statement.
