The project replaces a double-wide trailer. An internal committee scored it 85 out of 100 and recommended a $60,610 waiver, $10,696.85 less than requested. Dickey moved to approve the full $71,306.85 and direct staff to bring back a new scoring model. Doilney said nonprofits face unexpected costs; Rubell said the scoring model did not reflect council's sentiment; the model dates from 2017.
