2021 Transportation Master Plan
An update to the city's Transportation Master Plan, adopted by Ordinance 21-04. The Planning Commission recommended approval. The council adopted it 4-3 on Feb. 16, 2021, with an amendment requiring environmental review of projects and standalone council review of any that change a neighborhood.

Long Range Planning Manager Jake Warner and Traffic Engineer Britany Ward presented the plan, which the Planning Commission recommended for approval. John Andrews of Snell & Wilmer, speaking for owners of the Shops at South Town, said one aspect of the plan may not fit the mall redevelopment. Sandra Haak asked that 1300 East, Highland Drive and Wasatch Boulevard be considered together after environmental review. Steve Van Maren asked whether rail or bus lines are included. Lisa Caddy called for environmental studies first and raised concern about the Highland Drive extension. Brooke D'Sousa supported completing the environmental impact statement before any decision. Thomas McMurtry of Avenue Consulting explained that plans must be updated every four years and are amended regularly. A motion by Council Member Monica Zoltanski to table the plan for two weeks failed 4-3. The council then adopted the ordinance, with Council Member Zach Robinson's accepted amendment adding environmental review for all projects before the next phase and requiring projects that modify a neighborhood to return to the council as standalone items. Council Members Alison Stroud, Monica Zoltanski and Brooke Christensen voted no.
