General plan update: existing conditions report and resident survey
Discussed
Jake Warner of Community Development, Christine Richmond of consultant GSBS and Kyrene Gibb of Y2 Analytics presented. Growth was high from 1970 to 2000 and has slowed since, and the population has grown more diverse. About 60% of the city is zoned single-family residential, about half of dwelling units were built in the 1970s and future housing is expected to involve redevelopment and higher density near the Cairns and Stadium Village. The survey drew 1,248 households, evenly balanced by council district with a 3% margin of error; residents reported a high quality of life and concern about traffic and growing pains, and supported street improvements but not additional housing. A strengths-weaknesses-opportunities-challenges review named aging infrastructure and limited land as weaknesses and infill, redevelopment and trails as opportunities. Warner covered state affordable housing mandates and a Water Preservation Assessment Plan prepared to meet new state requirements. Workshops were set for April 18 (youth summit), April 24 (station areas), April 25 (commercial revitalization), April 26 (public open house) and May 15 (food truck pop-up). Council and Planning Commission members asked questions.
