The council adopted temporary zoning rules allowing a winter overflow shelter at the site. The temporary certificate of occupancy cannot be issued until a perimeter fence is built and a security and operations plan is submitted. The motion also directed police to develop a joint public safety plan with other agencies, asked Economic Development to help nearby businesses, and started a legislative action on barring temporary shelters until other Salt Lake County jurisdictions allow them. Council Members Victoria Petro-Eschler and Ana Valdemoros voted no, citing the burden on the westside, doubts the shelter would be temporary and inadequate mitigation. Members Chris Wharton, Darin Mano, Dennis Faris and Daniel Dugan said the need to keep people from freezing outweighed their concerns, with Mano saying the state, not the city, should fund the shelter. Council Member Amy Fowler and Mayor Erin Mendenhall called on other cities, counties and the state to share the responsibility.

In a straw poll, all members present supported allocating $600,000 for community-based activities near the proposed overflow shelter.

The council adopted Ordinance 77, which amends the fiscal 2021-22 budget for a list of items: insurance costs, an air quality lawnmower exchange, COVID-safe building improvements, a Sugar House special assessment area analysis, a park ranger pilot program, Community Commitment Program rapid intervention team funding and police support, $2 million toward the new water reclamation facility pump station, $400,000 for winter shelter public safety support and a $4 million Westside perpetual housing fund. The Sugar House analysis is to consider shrinking the boundaries to remove residential areas and reimbursing the general fund for start-up costs, and both options will return to the council. The motion notes the council's earlier unanimous straw poll that the remaining $600,000 be considered for community activities and possible business assistance near the temporary winter overflow shelter, to be authorized in a future budget opening.
