Delta Center Arena parking garage and development agreement
A master development agreement for a seven-story parking garage with about 452 stalls at the southwest corner of the Delta Center arena site, which could supersede several city rules. The Council held a hearing Sept. 2 and adopted the agreement Sept. 9, 2025, on a recorded 6-0 vote. Opponents said it does too little to activate the surrounding blocks. Smith Entertainment Group said May 8, 2026 that the structure at the arena's southwest corner will be finished before the 2026-27 season.

Delta Center parking garage zoning amendment and development agreement
Approved · 6-0
The Council adopted Ordinance 57 of 2025 approving the master development agreement for a seven-story, roughly 452-stall garage at the southwest corner of the Delta Center site. The minutes record Council Member Lopez Chavez's attempt to convey a no vote electronically, which was not cast because of technical difficulties; the recorded vote was 6-0. Council Member Petro thanked staff and the applicant, urging future planning for bicycle and pedestrian travel and safety and a look at the whole block. Council Member Puy cited close coordination with the applicant, said westward development should be planned, and noted the ordinance has a path for amendment. Two speakers in public comment opposed the ordinance, citing public funding and revenue effects, the lack of ground-floor activation and the city's vision plan; Council Member Puy said sales tax from the site pays for services such as street repair.

Delta Center parking garage development agreement (briefing)
Discussed
Planning staff said they recommended approval with conditions, in line with the Planning Commission. The applicant (Jazz Arena Investors LLC), represented by its attorney and by Utah Jazz and CAA ICON officials, asked that the Council approve the agreement with the conditions to be met before a certificate of occupancy for the garage rather than before the vote. Discussion covered options for meeting the conditions, limits on ground-level activation and an expanded landscape buffer on the site, and further meetings between city staff and the arena owners to finalize the agreement before a Sept. 9 vote.
