Agenda, item by item

  1. Item IV · Public hearing

Public hearing: rezone 4545, 4549 and 4551 South Highland Drive from R-2-10 to RM

    Continued · 4545, 4549 and 4551 South Highland Drive

The 0.95-acre site holds three homes; R-2-10 allows about 7 units and RM about 14, with RM height limited to 35 feet because the site is under an acre. The Planning Commission voted 5-2 in favor and staff found it consistent with the general plan. The applicants said the project would not add traffic to neighborhood streets, would have stricter setbacks and would provide moderate-income housing. In the work meeting members differed on whether a traffic study was needed now (one is required only above 100 peak-hour trips); concerns on left turns were deferred to site plan review. The hearing remained open.

    • Applicant: Sequoia Development (Kevin Ludlow)
    • Acres: 0.95
    • Current zone → proposed: R-2-10 → RM
    • Planning Commission: 5-2 in favor

    Continued

No one commented and the hearing stayed open. The work meeting covered an eight-foot buffer fence versus the six-foot city standard, dumpster placement 50 feet from abutting homes, a 32-foot height within 200 feet of a residential boundary and the 14-foot elevator shaft.

  4. Item VII-e · City code

Work meeting: targeted residential picketing ordinance

    Discussed

Several cities restrict picketing near homes. Members supported protecting residents from harassment without limiting free speech elsewhere; Council Members Gibbons and Quinn said it should apply to everyone, not just officials. Staff will return with draft language.

  5. Item VII-a · Public safety

Work meeting: emergency operations plan and tree giveaway

    Discussed

The emergency management planner reviewed the three-part plan, which council is to review within two weeks for adoption at the next meeting. The tree giveaway is planned for May 1, possibly over two days.
