Ogden's City Council voted 5-2 on Sept. 1 to adopt Ordinance 2026-17, rezoning about seven acres of city-owned land at Grant Avenue and 4th Street from single-family residential to open space for the planned 4th Street Ballpark expansion. Council Members Kevin Lundell and Alicia Washington voted no. A motion by Lundell, seconded by Washington, to leave one occupied house out of the rezone failed 2-5. The council also appointed four people to the Arts Advisory Committee.

The land includes the former Lynn Elementary site, which the city bought to extend the 4th Street Ballpark, and two adjacent houses. Planning Director Barton Brierley said the rezone fits the general plan and the Lynn Community Plan (last amended in 2007), and the Planning Commission recommended approval. Council Member Washington asked about housing studies for the 5.87-acre school parcel, none of which had been detailed, and cited a projected $33.5 million cost for the full expansion. Council Member Richey and Chair Hyer supported the park, citing youth sports, tournaments and public input at purchase that favored park space over housing. Two residents spoke, asking about neighbor notice, parking and preserving older buildings and trees. Washington cited concerns about constituent input, future costs and the lack of a housing study; Lundell said the occupied house could have been handled separately.

What residents said
Speakers asked for a clear, public Ogden Police policy on interactions with federal immigration enforcement and raised privacy and transparency concerns about license-plate cameras. Council members responded that policy for federal agencies is outside the council's authority and that the police policy rests with the administration and police chief.
