Utah State University Wellbeing Project survey results for Ogden
Discussed
Dr. Courtney Flint of Utah State University presented results from 188 Ogden responses, down from 780 in 2024, so comparisons need care. Residents rated personal well-being 3.8 of 5, community connection 3.4, and local environmental quality was rated low despite high importance. Fifty-eight percent said growth was too fast, down from 67 percent. Air quality, water supply and the Great Salt Lake topped concerns, and housing and health care were the hardest costs. A scientifically sampled citywide survey could cost roughly $20,000 to $30,000. Council members asked about the drop in participation and about reaching District 2 residents.

Ordinance 2026-16: O-1 Open Space zone setback and fence height standards
Approved · 7-0
The ordinance revises the O-1 zone because of the 4th Street ballpark expansion. Planning Director Barton Brierley said existing front, side and rear setbacks suit single-block parks poorly, so minimum setbacks are standardized and reduced for dugouts, restrooms and parking. Street-facing fences are capped at 4 feet, or 6 feet if see-through, side and rear fences at 7 feet, and transparent mesh ballfield netting may exceed those heights. The Planning Commission recommended adoption. Laura Lewis, the only speaker, asked about effects of netting on birds and wildlife; Brierley said he knew of no studies.
- Applicant: City administration
- Front setback: 30 ft → 15 ft (per work session briefing)
- Planning Commission: recommended adoption
