    Pineview pipeline crossing

Discussed · Pineview Reservoir port ramp to well field

Public Services Executive Director Justin Anderson said work to replace the main pipeline from the well field to the 23rd Street Reservoir across Pineview Reservoir begins the following week. A 24-inch temporary bypass will require a 24 to 30 hour shutdown of the current 36-inch line, likely before the end of September, possibly affecting Ogden Canyon residents. Two new lines will be installed, a 48-inch pipe and a roughly 31 to 32-inch pipe pulled through the existing line, creating redundancy not possible for 55 years. Crews would work six days a week, 20 to 24 hours a day, with completion expected by January 1 and incentives for early finish. A 1970 Bureau of Reclamation agreement was updated to allow two pipelines. Anderson said Ogden city residents would see no disruption.

    • Schedule: complete by January 1
    • Pipe: 48-inch HDPE plus a 31-32 inch line inside the existing 36-inch steel line

    Refuse and glass recycling update

    Discussed · 3027 Midland Drive

Anderson said bins are now taken to the Ogden Transfer Station at 3027 Midland Drive. Residents can dump single-axle trailer or pickup loads for $15 with ID or a utility bill, and clean cardboard, glass, clean metal and household hazardous waste are accepted free. Glass bins are also at the Green Waste facility, and Weber State has indicated willingness to open one at the Dee Event Center. There are no plans for glass drop-offs below Washington Boulevard.

  3. Item Work session · Budget

Fourth-quarter capital improvement plan report, fiscal 2026

    Discussed

Accounting and Budget Director Justin Sorensen reported unaudited figures for 108 projects: nearly $12 million spent in the last quarter and just under $37 million for the year, led by the Canyon Pipeline project (over $15 million from ARPA and water funds), Mt. Ogden golf irrigation, D Avenue, Lester Park, utility master plans and FAA-funded airport work. Council Member Alicia Washington asked for breakdowns on Lester Park bioswales, a $5 million building-purchase appropriation and several park and electrical lines. Sorensen said the $5 million is a funding mechanism to buy and demolish a building rather than a specific project, and that Business Depot Ogden entries reflect partner Boyer Company's tax-increment-funded plans.

Improving public comment at Council meetings

    Discussed

Chair Richard Hyer said he is dissatisfied with the three-minute, no-dialogue format. Council Member Kevin Lundell suggested moving comment to the start of meetings; Council Member Jeremy Peterson proposed removing the dais barrier for one-on-one talks; Washington proposed better formats, open houses, off-site meetings and splitting comment into two parts; Vice Chair Dave Graf backed an experiment of members meeting residents in the lobby. Washington suggested a publicly noticed 15-minute chat in the lobby at 6 p.m. Council Member Flor Lopez said some residents are afraid to speak publicly. No action was taken.
