Council rezones 335 7th Street for townhomes, renames a cul-de-sac 3030 South and keeps Cahoon Street vacation on hold
March 12, 2024, 6:00 p.m. · Council Chambers, Ogden Municipal Building, 2549 Washington Blvd.
At a special meeting the Ogden City Council unanimously rezoned six parcels at 335 7th Street to R-2S for owner-occupied townhomes and renamed a cul-de-sac off Midland Drive from 1500 West to 3030 South. It approved several board appointments, with Council Member Hyer voting no on two groups because of geographic clustering of appointees. A work session earlier covered a proposed historic district and short-term rental rules.

Other
Ordinance 2024-2: rename 1500 West cul-de-sac south of Midland Drive to 3030 South
Approved · 7-0
After a public hearing with no speakers, the council renamed the segment, created in 2015 by the Midland Industrial Subdivision plat, so addressing matches the grid along Midland Drive. The Planning Commission recommended approval in January, finding the change removes duplication and avoids confusion for emergency services.
Zoning
Ordinance 2024-5: rezone 335 7th Street from R-3 and C-2 to R-2S
Approved · 7-0
The council rezoned six parcels totaling 2.10 acres for owner-occupied townhomes. Planning Manager Brierley said existing zoning could allow about 45 apartment units under one owner, while R-2S allows a possible 36 townhome or rowhouse units including an existing duplex. Applicant representative Travis Taylor praised Ogden's R-2S approach. Speakers Angel Castillo and Linda Sanchez supported home ownership; Teresa Bramwell questioned how six mid-block lots were assembled. Council Member Graf called R-2S a benefit to the city and Vice Chair White noted the developer could build more units under current zoning.
- Applicant: PS Real Estate Investments, LLC
- Acres: 2.10 (six parcels)
- Current zone to proposed: R-3 and C-2 to R-2S
- Planning Commission: recommended approval
- Possible density: 36 units
Development
Communication plan for Cahoon Street partial vacation
No action
Policy Analyst Steve Burton reported City Engineering cannot support the vacation while UDOT's I-15 interchange plans are unsettled, with a UDOT meeting set for later in March. Staff proposed another work session afterward and placing the petition on the April 9 agenda, with notice to affected owners.
Zoning
Proposed local historic district, Adams to Jefferson avenues between 25th and 26th streets (work session)
Discussed
Planning Manager Brierley said Travis Pate petitioned to designate the block as a local historic district. The Landmarks Commission disapproved, citing limited time and resources, lack of owner approval and staff capacity for required studies. Mr. Pate said at least five owners he spoke with were willing and asked that the petition go back to the commission. Chair Richey said a second overlapping petition would be discussed the following week.
- Petitioner: Travis Pate
- Landmarks Commission: disapproved

Short-term rental ordinance amendments, continued (work session)

Residents spoke on short-term rental parking, council meeting transparency and searchable transcripts, the Q Factor RDA projects and the Brown's Ice Cream building, and a planned apartment project near Quincy Avenue and 25th Street; one resident said neighbors fear crime from the low-income apartments. Council members said the city has little control over whether a zone that allows apartments gets affordable ones; Vice Chair White noted the project also includes retail, for-sale homes and open space. Chief Administrative Officer Brown said 30-day termination notices went to Q Factor.
