Saratoga Springs · City Council

Saratoga Springs approves detached-ADU rules, Andover rezone and two commercial site plans, each 4-0

September 15, 2026

With Council Member Edon Davenport absent, the council voted 4-0 on each of four actions: amending its detached accessory-dwelling-unit (ADU) rules, rezoning the Andover property from Agricultural to R1-9, and approving preliminary plats and site plans for Redwood Medical and SCI Wasatch Lawn Funeral Home. The Andover approval carried a condition that development-agreement provisions about an additional parcel take effect only after the city approves its annexation and the land is within city limits. The council also adopted budget amendment R26-48, 4-0, which is not covered in detail here. This entry covers selected items; the signed minutes are dated Oct. 6, 2026.

Approved with conditions · 4-0 · Northeast of Pony Express Parkway and Clark Drive

The council rezoned the Andover property northeast of Pony Express Parkway and Clark Drive from Agricultural to R1-9. It added a condition that the development agreement's annexation-related provisions take effect only after the city approves the annexation of an additional parcel and that land is within city limits. The proposed annexation parcel was separate from the rezone, and this vote did not annex it. The city recorder's Sept. 16 notice confirms adoption.

    • Conditions: staff-report findings and conditions, plus the annexation prerequisite described above
    • Status limit: the minutes do not show a later annexation or construction

  5. City code

Ordinance 26-42: detached accessory dwelling unit amendments, Title 19, Chapter 19.20

    Approved · 4-0

Senior Planner David Jellen said the amendments follow recent state-law changes requiring cities of more than 5,000 residents to permit detached ADUs on qualifying single-family lots of 11,000 square feet or larger; the qualifying size is staff's description, not a determination for any property. Council members raised questions about height, lot eligibility, maximum unit size, licensing, utility meters, emergency access and homeowners' association rules. City staff said utility capacity, engineering and neighborhood effects need further study and that the item would return to the council.
