Decisions at a glance

Agenda, item by item

  1. Item 5 · Contract

Resolution 09-01-2026: UDOT statewide utility license agreement

    Approved · 5-0

The council voted 5-0 to approve Resolution 09-01-2026, the UDOT statewide utility license agreement. The city engineer said it sets the procedures the city must follow when inspecting, maintaining or repairing its utilities within UDOT rights-of-way, and formalizes the city's existing arrangement. He said later agreements with UDOT for the I-15 interchange project would be separate.

Moved by Council Member Del Rosario, seconded by Council Member Keel. Vote: 5-0; recorded yes votes: Adcock, Del Rosario, Keel, Mecham and Siddoway

  2. Item 6 · Other

Resolution 09-02-2026: City Council records access

    Denied · 2-3

A motion to approve Resolution 09-02-2026, a procedure for council members' access to city information, failed 2-3 and the resolution was not adopted. The city attorney had raised concerns about response timing, separation of powers, records security and classified information.

Moved by Council Member Del Rosario, seconded by Council Member Siddoway. Vote: 2-3; recorded yes votes: Del Rosario and Siddoway; recorded no votes: Art Adcock, Travis Keel, Lynn Mecham. Voting no: Art Adcock, Travis Keel, Lynn Mecham

  3. Item 7 · Contract

Award of skate park contract: Option 1

    Approved · 3-2

The council voted 3-2 to approve Option 1 of the skate-park contract award. The staff memo defines Option 1 as awarding American Ramp Company a contract of not more than $570,000 for the Harvest View Skate Park, including a halfpipe; the minutes call it a design and construction contract. The memo anticipated a later budget amendment to a $620,000 total project budget for site improvements, which is outside the contract; this vote did not adopt that budget. Contract execution is not established by these records.

    • Contract$570,000 to American Ramp Company Not-to-exceed award under Option 1: Harvest View Skate Park and halfpipe (approved ceiling, not a payment record). Option 1 approved 3-2

Moved by Council Member Adcock, seconded by Council Member Del Rosario. Vote: 3-2; recorded yes votes: Adcock, Del Rosario and Siddoway; recorded no votes: Travis Keel, Lynn Mecham. Voting no: Travis Keel, Lynn Mecham
