The Orem, Lindon, Pleasant Grove and Vineyard councils met jointly with Alpine School District leaders at the Orem Library. Pleasant Grove said it would not sign an interlocal agreement, Lindon members leaned against signing, Vineyard was divided, and Orem members were split. Council members' views on a two-way versus three-way split are recorded below.
From the approved minutes. Updated October 14, 2026.
Orem's mayor is a voting member of the seven-member council. The minutes count the six council members in each tally and record the mayor's vote beside it, so a council vote of 6-0 with the mayor voting yes is 7-0 with the mayor.

Discussed
Superintendent Shane Farnsworth said the district has two options going to the county, a two-way split (Saratoga West and Lehi East) and a three-way split (Saratoga West, American Fork North and Pleasant Grove South), with county feedback expected May 14, public hearings June 11 and 25 and a July 12 board decision. Board member Ada Wilson urged the cities not to sign an interlocal, citing cost, keeping politics out and a simple district-wide ballot; board member Julie King, speaking for herself, said interlocals bring more public hearings and favored a three-way split for representation. Orem City Attorney Steve Earl said a four-city interlocal would need a draft by May 14, council votes by May 17, a feasibility study, and two public hearings per city during a 45-day period. Council positions: Pleasant Grove's mayor said it would not sign and opposes a three-way split; Mayor David Young saw compelling reasons for a three-way split and wanted to keep exploring it; Council Member LaNae Millett and Council Member David Spencer favored an interlocal for more time and information; Council Member Jenn Gale favored a two-way split and worried a three-way option on the ballot implied a preference. Lindon members leaned toward a two-way split and against signing, and Vineyard members were split. No vote was taken.
