Shared utilities and Provo Bench canal
Discussed
Orem and Lindon are working on a maintenance agreement for 2000 North in Orem (200 South in Lindon) and have interconnected water vaults. Lindon owns about 12.5 percent of the shared sewer treatment plant; Orem's City Manager said Orem's capital facilities plan includes about $160 million of upgrades over 50-plus years, with a first phase near $60 million to be financed through a sewer fee increase and grants. Lindon's Public Works Director said Lindon uses 75-80 percent of the Provo Bench canal water and plans to tap the Murdock Canal, shortening a roughly 6-mile open ditch to about 2,000 feet of pipe. Council Member LaNae Millett asked how that affects Orem users; Lindon officials said a full switch could leave too little volume to push water to current Orem users and that they are talking with shareholders.

Alpine School District reorganization
Discussed
Council Member Millett reported on an Alpine School District board meeting, saying the board was narrowing six reorganization options to two for the county ballot process. Orem's city attorney explained that a split under an interlocal agreement needs a majority in the participating cities, while a district-initiated split requires majorities both in the proposed district and the existing one. Mayor David Young said next steps are to see how other cities are forming interlocal agreements, see what the district chooses, build a timeline and gauge other cities' interest. Millett said she believed Orem voters were open to a split that was not Orem-only.
Item Fire/EMS · Public safety
Orem fire and paramedic contract with Lindon
Discussed
Fire Chief Marc Sanderson described Orem's service level and the fees under Lindon's contract with Orem. The two city managers will meet to discuss the contract and any concerns.
Item Transportation · Roads and utilities
2000 North boundary road and 1600 North widening
Discussed
Mayor Young raised street parking on the shared boundary road near a planned development; Lindon's mayor raised traffic from a temple under construction nearby and a possible four-way stop. Orem's assistant city manager said UDOT is buying right of way for the 1600 North widening, is about 30 percent designed and hopes to start next spring, with UDOT assuring it will find the funding.
