Rental dwelling licensing program update (work session)
Discussed
Acting Assistant City Manager Ryan Clark, at the mayor's request, reported rental license revenue of $171,157 in 2021, $297,136 in 2022 and $102,505 so far in 2023, with most 2023 money collected around July. He said the program cut 300 to 350 monthly utility disconnect and reconnect work orders and sharply reduced accounts sent to collections (an average of $91,831 in 2013-2020, $48,980 in 2021 and $22,065 in 2022). The top complaints were that landlords must hold utilities in their name, that some who do not collect rent do not consider themselves landlords, and the $50 license fee. Options were to cut the fee to $42 or to require the $50 fee only at accessory dwelling unit registration. The council made no decision and asked for a draft ordinance.
