Work session: Hillcrest Park master design

    Discussed · Hillcrest Park

Landmark Design presented a master design with a demonstration garden, twelve new pickleball courts, a splash pad and large open lawn spaces. The consultant recommended building in one phase as most cost effective, and the City Manager said the city could likely pay for the whole project at once. Members discussed basketball and tennis court locations, shade, water conservation, homeless people near the park and better access from a rest home to the west. The council agreed on the direction of the design.

The main reason is parking: the HS zone requires one stall per 250 square feet, about 783 stalls, while PD36 requires one per 750 square feet for the first 50,000 square feet and one per 1,000 for the next 50,000, about 250 stalls. Appendix DD would be amended to add the concept plan and elevations. PD36 may apply between 1200 North and 1600 North and between I-15 and Geneva Road. Staff recommended approval.
