Agenda, item by item

  1. Item Action 1 · Roads and utilities

Traffic calming and pedestrian safety improvements

Pending · 100 West (600 South-1000 South); 910 South at 100 West and 300 West; Mill Road near 640 North and 380 North; Willow Way at Valley Hills Drive

Staff proposes striping and sidewalk gap fills on the west side of 100 West between 600 South and 1000 South (about 1,100 linear feet of 5-foot sidewalk), school crosswalks with bulb-outs at 910 South and 100 West and at 910 South and 300 West (the latter with pedestrian-activated flashing beacons), and bulb-outs near 640 North and 380 North Mill Road and near Willow Way and Valley Hills Drive. Street parking would be lost where bulb-outs and a turn lane go in. Staff proposes a change order with the contractor already building the 300 South Trail, whose bid was 12% below the next bidder and 27% below the average, and asks for an exception to the three-quote rule for change orders of this size.

    • Change order$200,000 to Contractor on the 300 South Trail (unnamed in packet) Traffic calming and pedestrian safety improvements (budget figure, not a bid). Change order to existing trail contractor; exception to three-quote policy requested. Paid from FY27 Transportation Tax funds (Fund 48), $200,000
    • Staff recommendation: approve if agreeable terms are reached with existing contractors

  2. Item Action 2 · Annexation

Wasatch County MOU amendment: North Fields excluded from annexation area

Pending · North Fields, north of Heber (US 40, SR-113, 900 North)

The amendment to Section 6 of the 2019 memorandum would exclude the North Fields, a rural agricultural area bounded by North US 40, Highway 113, the planned Heber Valley Western Corridor and 900 North, from Heber City's annexation boundary. Wasatch County would zone it only for rural agricultural residences, and both governments would pursue conservation easements and a stronger interlocal agreement. The Wasatch County Council has already approved the amendment.

  3. Item Action 3 · Other

    Communications policy amendment

    Pending

Council Member Mike Johnston presents two versions. Version A would let elected officials offer ideas for official publications but not contribute content individually unless a council majority directs it, and remove Section V. Version B would limit official written communications to information compiled by staff.

  4. Item Consent · Other

Compensatory time payout policy (Resolution 2026-21)

    Pending

Amends the policies manual so unused compensatory time is paid out once a year in the first full pay period of November rather than within 60 days. Recommended by the Personnel Policy Committee.

    Pickleball project road impacts

    Discussed · 790 South and 150 East

Discussion of road impacts and alternatives for the pickleball project.

  6. Item CRA Board · Development

Strategies for city-owned property in the CRA area

Discussed · Downtown Heber CRA project area

The CRA Board was to discuss options for the razed HL&P building site (being converted to parking), the former WAVE buildings on about 0.54 acres bought in 2025, and the Wasatch County fire station (about 8,500 sq. ft.), for which a purchase agreement is being negotiated with the county. Options include razing for parking, short-term leases, sale with a redevelopment covenant or a redevelopment request for proposals.

    • Fee$117,600 Projected annual lease revenue for WAVE buildings ($10 per sq. ft. triple net). Competitive RFP
