Kachina Ridge preliminary plat and sensitive lands plan (PP26-05, HIL26-01)

Kachina Ridge is a mixed-use development on Highway 59 next to the Hurricane Cliffs. The Planning Commission agenda calls it a 56-lot project and the staff report counts 57 lots, 48 of them townhomes and nine for multifamily, short-term rental and commercial uses. A 2020 development agreement, recorded in 2021, limits the site to 566 residential units and requires a UDOT-approved interchange on Highway 59. On Oct. 22 the Planning Commission voted 5-0, per the meeting video, to approve the preliminary plat with a condition for a cliff-side barrier, and 5-0 to recommend approval of the sensitive lands plan. The City Council holds a public hearing on the sensitive lands application at its Nov. 5 meeting. Staff say construction drawings and development depend on interchange and water tank plans being approved, and city engineering meets UDOT in December.
